REQUEST FOR PROPOSALS
MONITORING AND EVALUATION CONSULTANCY

FPRJC inspires and develops a generation of grassroots women to have a voice and ignite feminist leadership action for gender transformative change. We exists for the realization of a society free from all forms of gender-based discrimination, where every individual, regardless of their gender, age and identity can thrive and reach their full potential. Through advocacy and capacity building, we support communities to establish deep commitment to the promotion of human rights and the fight against inequalities and discrimination. We are the voice of the vulnerable and marginalized women, girls and other groups of different gender identities. We achieve this through our thematic areas on Women’s health right and well-being, Women’s Leadership & Governance and Women Climate Action and Livelihoods Development.
FPRJC seeks to engage a qualified and experienced consultant or firm to strengthen its monitoring and evaluation system.
OBJECTIVES
a) To assess the M&E needs of the organization and develop a capacity building plan to address the gaps.
b) Develop M&E policy and M&E strategy, the associated Standard Operating Procedures (SoPs), tools and templates to support their implementation.
c) Review FPRJC’s M&E framework and ensure its alignment to the strategic objectives of the organization as captured in the strategic plan.
d) Develop data protection and data management policy
e) Train, mentor and coach FPRJC team on M&E including the use of tools and templates, orientation on the policies and procedures, M&E best practices and any other topic as will be identified in during assessment.

SCOPE OF WORKS
The consultant (s) will be responsible for;
A. Assessment of the M&E needs of the organization
i) Assess existing policies, tools and templates as well as the M&E practices at FPRJC and produce a needs assessment report.
ii) Develop capacity building plan to address the gaps identified

B. Develop policies and procedures to support M&E functions
i) Develop M&E policy to provide a policy direction for M&E work at FPRJC
ii) Develop M&E strategy and standard operating procedures to guide the implementation of the M&E policy.
iii) Develop data protection and data management policy
iv) Develop tools, templates, and standard forms to support data collection activities at FPRJC.
C. Capacity strengthening of FPRJC team
i) Train, mentor and coach FPRJC team on M&E based on the needs assessment conducted
ii) Support FPRJC to adopt best practices on M&E and provide orientation on the use of standard tools.
DELIVERABLES
The consultant(s) shall deliver the following;-
a) An inception report outlining the methodology and work plan.
b) Developed / Reviewed and enriched policies, standard operating procedures, tools and templates as described in the scope of works.
c) Training report of FPRJC team on M&E
DURATION
The consultancy is expected to be completed within 12 days from the date of signing the contract.

REQUIREMENTS
The consultant(s) or consulting firm should have:
a) Extensive experience and strong understanding on monitoring and evaluation, preferably within non-profit organizations.
b) Proven track record of developing and implementing M&E policies and procedures in non-profit organizations.
c) Excellent training and capacity-building skills.

REPORTING
The consultant(s) will report to the Executive Director (ED).

PROPOSAL DOCUMENTS
Interested consultants or firms should submit a narrative proposal, a detailed budget outlining all costs associated with the consultancy, curriculum vitae, relevant past work, and references.

EVALUATION CRITERIA
Proposals will be evaluated based on:
1. Qualifications and experience of the consultant(s) or firm
2. Proposed methodology and approach.
3. Clarity and relevance of the budget proposal.
4. Past performance and references.
FPRJC reserves the right to accept or reject any proposal and is not bound to select the lowest-priced proposal.

All information obtained during the consultancy shall be treated as confidential and may not be disclosed to any third party without the written consent of FPRJC.
